Well, I presume most people by now would have read "Blowback:The Costs and Consequences of American Empire" by Chalmers Johnston.
May I also suggest "Buda's Wagon: A Brief History of the Car Bomb" by Mike Davis. for it is more specific in the setting out of how it came about.
Chapter 13 of Buda's Wagon is entitled “Car-Bomb University” and covers the establishment and funding of this “institution” There were and still are a number of separate sites scattered around Pakistan. They were the training camps established and funded jointly by the US, through the CIA , then headed by William Casey, and Saudi Intelligence, then headed by Prince Turki of the House of Saud. The Pakistani ISI was responsible for the overall “mujahadeen programme” At “Car Bomb U” they were trained by CIA operatives whose experience came from their “work” in Viet Nam and other parts of Indo China, Central and South America and Europe. It was set up to teach “brave freedom fighters”, as Ronald Reagan called them, how to kill with IEDs, pipe bombs, VIEDs and even camel bombs! This was to enable them to attack the Soviet occupation force in Afghanistan The US intention was to create a "Viet Nam" for the USSR. Following the withdrawal of the USSR, the Taliban won out in the civil war that ensued. The Taliban were “graduates” of the Saudi Sunni Wahabi Salafi funded madrassas, many in Pakistan, where jihad was on the syllabus. Training at “Car Bomb U” was still being carried out in the mid 1990s BUT Usama and al Q’aida had no part in their establishment or running. It was still the ISI with continued funding by the House of Saud. “Car Bomb U” had “campuses” in various parts of Pakistan bordering Afghanistan and ran “extension courses” in Afghanistan itself. There certainly were none in Iraq under Saddam Hussein, though some were set up in Afghanistan by ISI.
What were Reagan’s “brave freedom fighters” are now the Saudi Sunni Wahabi-Salafi “terr'ist” who have brought their skills and training to the Iraq Fiasco. "Blowback in spades"
